STERLING HEIGHTS, Michigan — The cities of Sterling Heights and Warren are joining forces on a $1.3 million initiative aimed at strengthening the region’s defense and aerospace industry.
City officials have approved a three-year agreement with global engineering firm AECOM to lead the “Arsenal Alliance,” a regional economic development strategy focused on expanding military-related business and job opportunities.
Boosting Defense Industry Growth in Michigan
The Arsenal Alliance is designed to position Macomb County as a leading hub for defense innovation by:
- Competing for federal defense contracts
- Attracting private-sector investment
- Supporting job creation across the region
Leaders say the initiative will unify efforts between public agencies and private companies, allowing the region to present a coordinated strategy when pursuing large-scale opportunities.
Building on a Historic Defense Hub
The partnership builds on decades of military manufacturing in the area, anchored by the Detroit Arsenal, a key center for U.S. Army vehicle development since World War II.
Over the past 25 years, businesses in Macomb County have secured more than $61 billion in defense contracts. In 2023 alone, the county accounted for nearly two-thirds of Michigan’s federal defense contract awards.
Role of AECOM and Strategic Goals
Under the agreement, AECOM will serve as the alliance’s lead advisor, helping to:
- Develop a long-term regional defense strategy
- Identify funding and contract opportunities
- Strengthen collaboration across the defense supply chain
Officials say the plan will be the first of its kind for Southeast Michigan, focusing not only on contracts but also on workforce development and innovation.

Both Sterling Heights and Warren will contribute $250,000 annually to fund the initiative. Leaders view the investment as critical to sustaining one of Michigan’s most important economic sectors.
