Federal Case Alleges Return to Drug Network
A man from Saginaw is facing serious federal drug trafficking charges just months after receiving a presidential commutation. Authorities allege that Henri L. Buckner resumed large-scale cocaine distribution shortly after his early release from prison.
Investigation Points to Kilogram-Level Operations
According to federal investigators, Buckner had been under surveillance since mid-2025. Law enforcement agencies, including the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), believe he was operating a network distributing cocaine at the kilogram level.
Officials claim Buckner worked with multiple associates to transport drugs between Detroit and Saginaw, allegedly using coordinated efforts to avoid detection.
Surveillance Leads to Arrest
Authorities tracked repeated trips made by an alleged associate, Tawan R. Terrell, who was seen traveling to Detroit and returning with suspected narcotics. During a coordinated operation in April 2026, officers moved in as Terrell approached Buckner with a package.
Police say Terrell attempted to flee and discarded a bag later confirmed to contain approximately one kilogram of cocaine. Both men were arrested at the scene without incident.
Major Drug Seizure Across Multiple Locations
Search warrants executed at several properties linked to the suspects uncovered significant evidence, including:
- Seven kilograms of cocaine found in a storage unit
- Additional cocaine and crack cocaine hidden inside a commercial property
- Equipment consistent with drug manufacturing and packaging
- Around $16,000 in cash
- Multiple firearms
- Luxury items such as designer handbags, shoes, and high-end vehicles
Authorities described the operation as a well-organized trafficking network.
Federal Charges Filed Against Multiple Suspects
Buckner, along with Terrell and other associates, now faces federal charges for distribution of more than five kilograms of cocaine and conspiracy. A preliminary hearing is scheduled for May 12.
State-level charges were initially filed but later dismissed as federal prosecutors took over the case.
Background: Previous Conviction and Commutation
Buckner had previously been convicted in a federal drug case and sentenced in 2023. However, his sentence was commuted in early 2025 by Joe Biden, leading to his release.
Prosecutors now argue that he returned to illegal activities soon after regaining his freedom.
