Carlos Alberto Palacios, 33, of Hammond, is facing several felony and misdemeanor charges after police say two drug transactions in January at a residence in the 6600 block of Rhode Island Avenue led to a search warrant and the discovery of cocaine, marijuana, and drug paraphernalia inside the home.
According to the probable cause affidavit, investigators documented two narcotics transactions at the residence during the weeks of January 19 and January 26.
During the first incident, officers obtained a baggie containing approximately 2 grams of a gray powdery substance from Palacios during an interaction inside a vehicle parked in front of the home. The substance field-tested positive for heroin.
During the second incident, a baggie containing approximately 2.2 grams of a powdery substance was obtained from Palacios inside the residence, which also field-tested positive for heroin.
Based on those investigations, police secured a search warrant for the home, which was executed on February 5. After multiple knock-and-announce attempts went unanswered, officers entered the residence.
Palacios was found exiting the bathroom. On the sink near the toilet, officers observed a significant amount of white powdery residue that field-tested positive for cocaine. Police noted the condition of the sink and toilet suggested the substance may have been in the process of being flushed.
In the living room, officers located a digital scale with white powder residue, a baggie containing approximately 11 grams of marijuana, and Palacios’ identification card on the same table. An additional 0.7 grams of cocaine was also found on the table.
In the kitchen, officers discovered a large vacuum-sealed bag containing approximately 517.7 grams of marijuana.
After being advised of his rights, Palacios admitted he had previously been involved in narcotics sales while living in Ohio and stated he sold narcotics to pay his bills.

• Dealing in a Narcotic Drug Between 1 and 5 Grams (Level 4 Felony) – 2 counts
• Maintaining a Common Nuisance – Controlled Substances (Level 6 Felony)
• Obstruction of Justice (Level 6 Felony)
• Possession of Cocaine Under 5 Grams (Level 6 Felony)
• Possession of Marijuana (Class B Misdemeanor)
