West Virginia Governor Announces $4 Billion Private Investment for Data Center

BERKELEY COUNTY, W.Va. — Patrick Morrisey announced a $4 billion private sector investment to build a large-scale data center in the Mountain State.

The facility, described by Morrisey as a “high-impact intelligence center,” is planned for the Falling Waters area of Berkeley County. It is expected to span approximately 1.9 million square feet across 548 acres.

According to the governor, the center will connect to the local power grid and provide at least 600 megawatts of IT capacity.

“This is going to be a difference-maker for Berkeley County and it’s going to be a difference-maker for the state as a whole,” Morrisey said.

State officials estimate the project will create about 1,000 construction jobs during development and approximately 125 full-time positions once the facility becomes operational.

Project development will be overseen by Penzance Management, a Washington, D.C.-based firm. A company spokesperson said Penzance will manage development of the site, after which a tenant will operate the facility.

Morrisey also pointed to legislation passed in 2025 aimed at attracting more data center development to West Virginia, saying the state is increasingly competitive for business investment.

Officials have not yet provided a timeline for when the facility is expected to be completed and operational.
