A U.S. Customs and Border Protection (CBP) officer has been indicted on federal charges for allegedly sexually assaulting and robbing four women at suburban hotels while on duty.
Federal prosecutors say Luis Urbie, 44, carried out the attacks between February and October 2022 at hotels in Schaumburg and Naperville. All four victims were women of Chinese descent. Urbie was working as an armed CBP and immigration officer assigned to O’Hare International Airport at the time.
According to the indictment, Urbie forced his way into hotel rooms on at least six occasions, using his gun, badge, and authority to intimidate victims. Prosecutors allege he demanded money, coerced victims into sex acts, or attempted to sexually assault them.
Timeline of Alleged Incidents
First incident (Feb. 5–23, 2022 — Schaumburg):
A woman heard a knock at her hotel room door. Prosecutors say Urbie forced his way inside, pushed her onto a bed, and attempted to perform oral sex. When she begged him to stop and offered money, he took the cash and left—after pointing a gun at her and ordering her not to look at him.
Second incident (Feb. 6–27, 2022 — Naperville):
A second victim, who prosecutors say worked in the sex industry, was robbed and forced to perform oral sex after Urbie entered her room at gunpoint.
Moments later, Urbie allegedly forced his way into a nearby room where she met another client and robbed her again.
Before she left Chicago, prosecutors say Urbie tracked her to a new hotel where both victims were staying. He allegedly robbed her a third time at gunpoint, then forced off her clothes and sexually assaulted her when she refused oral sex.
Attempt to “bribe” him to stop:
Prosecutors say the first victim met Urbie later, obtained his photo, and offered free sex in an attempt to stop future attacks. He allegedly agreed, but the assaults continued.
Third victim (Oct. 2, 2022 — Schaumburg):
Urbie allegedly forced his way into another woman’s room while flashing his badge and gun, robbed her, and sexually assaulted her. She told someone else at the hotel, prompting a report to police and the launch of a forensic investigation.
Travel and digital records placed Urbie near the hotel at the time of the attack.
Fourth victim (days later — same hotel):
Prosecutors say Urbie again forced his way into a woman’s room, robbed her, pulled out a knife, and tried to remove her clothes. He allegedly attempted to sexually assault her but stopped when someone knocked on the door.
Indictment and Arrest
A federal grand jury indicted Urbie on December 4, 2025, on:

Authorities arrested him on Tuesday at a CBP facility. He pleaded not guilty during his arraignment and was ordered to remain in custody until his detention hearing on December 15.
A CBP spokesperson said the agency cannot discuss individual cases due to privacy laws but added that CBP “takes all allegations of employee misconduct seriously.”
