Wheatfield Woman Accused of Smuggling Pills Into Jail Using Courthouse Elevator

A Wheatfield woman is facing multiple felony charges after investigators allege she took part in a scheme to smuggle prescription drugs into the Jasper County Jail by hiding them inside a courthouse elevator handrail.

Roxanne Michelle Mancilla, 37, is accused of taping prescription pills inside the railing of an elevator at the Jasper County Courthouse so an inmate could later retrieve them, according to a probable cause affidavit filed in Jasper Superior Court.

The investigation began on January 9, when jail officials reviewing recorded video visits noticed an inmate speaking with a woman who was not listed on the visitor account. Authorities later identified the woman as Mancilla, who allegedly used the alias “Grace Boyd” to access the account.

During the recorded conversations, investigators said Mancilla and the inmate repeatedly used slang terms such as “the blues,” “the subs,” “peaches,” and “oranges,” which authorities recognized as references to prescription medications. The inmate discussed consuming multiple pills and indicated the drugs had already been in circulation for several days, leading investigators to believe Mancilla had previously smuggled pills into the jail.

Earlier video visits from January 5 showed the two discussing the courthouse elevator’s layout, including the interior handrail and where items could be concealed. Mancilla referenced numbers investigators believe corresponded to pill quantities, while the inmate gestured to demonstrate the size limitations of the railing. In a January 7 video visit, the inmate appeared impaired and again referenced drugs Mancilla had allegedly provided. A second individual, identified as Dustyn Jones, also appeared on screen during the call.

Phone calls from late December reportedly included discussions about sending money, obtaining additional pills, and using drug sales to fund jail phone calls. Investigators later found what appeared to be medical tape on the back side of the elevator handrail inside the courthouse.

A search warrant executed at Mancilla’s residence in the 3500 block of West State Road 10 uncovered a letter mailed from the Jasper County Jail. Authorities said the letter detailed a plan to tape narcotics inside the elevator railing and included a hand-drawn diagram of the elevator.

On January 13, jail medical staff informed investigators that the inmate tested positive for buprenorphine/naloxone (Suboxone), despite not being prescribed the medication while in custody.

During a January 15 interview, Mancilla allegedly admitted to taping 11 Suboxone pills and 20 Klonopin pills inside the courthouse elevator railing. She told investigators the pills were intended to be sold by the inmate, with proceeds either sent to her or deposited into his jail account.

The following day, investigators attempted to interview the inmate, who also tested positive for Suboxone during a jail drug screening.
