Los Angeles, CA — The Los Angeles County Sheriff’s Department (LASD) has been fined more than $350,000 following a workplace safety investigation into a deadly explosion that claimed the lives of three deputies in 2025.
Safety Violations Lead to Hefty Fine
The California Division of Occupational Safety and Health (Cal/OSHA) issued eight citations totaling $351,500 against the department. Investigators cited multiple safety failures, including inadequate training, failure to correct unsafe working conditions, and improper handling of explosive materials.
Among the most serious violations were:
- Failure to ensure proper use of protective equipment when handling explosives
- Lack of effective procedures to identify and manage hazards involving explosive ordnance
- Improper storage and transportation of explosive materials
- Incomplete documentation of safety training and hazard assessments
Explosion Killed Three Veteran Detectives
The fines stem from a July 18, 2025 explosion at the Biscailuz Center Training Academy in East Los Angeles. The incident occurred while deputies were handling two grenades in a parking lot.
The LASD identified the victims as:
One of the grenades detonated during handling, resulting in the fatal blast. Authorities have confirmed that the second grenade involved in the incident has not yet been recovered.
Legal Dispute and Ongoing Investigation
Cal/OSHA officials stated that the Sheriff’s Department is appealing the fines, and a legal dispute is underway regarding access to key investigative documents. Regulators say they are seeking court intervention to obtain additional information about the incident.
In a statement, Cal/OSHA emphasized the importance of strict safety protocols in high-risk environments, noting that employers must take proactive steps to protect workers handling dangerous materials.
Allegations of Training Gaps
The tragedy has also sparked concerns from the victims’ families. Nancy Lemus, widow of Detective Victor Lemus, alleges that her husband did not receive sufficient training before being assigned to the bomb squad. She claims he was not enrolled in specialized federal training programs and lacked adequate internal preparation.
Legal representatives for the family further allege that standard procedures for handling explosives may not have been followed during the incident, including claims that a grenade pin may have been pulled prior to the explosion.
Department Response and Policy Changes
LASD officials stated they are cooperating with legal authorities and working alongside County Counsel to comply with document requests while protecting the integrity of ongoing investigations.
Following the explosion, the department has collaborated with agencies including the FBI, ATF, and the Los Angeles Police Department’s bomb squad to revise training protocols and safety guidelines.
