Former Lake County Community Corrections Employee Charged After Investigation Into Inmate Relationship

In September 2025, staff at Lake County Community Corrections at the Kimbrough Center requested an investigation by the Indiana State Police District 13 Criminal Investigations Division. According to Indiana State Police, Kimbrough Center staff reported that an employee, Andrea Rebeles, was allegedly involved in a sexual relationship with an inmate and may have been pregnant with the inmate’s child.

During an interview with Kimbrough Center staff, the inmate admitted to having a sexual relationship with Rebeles. Rebeles resigned from her position at the Kimbrough Center on September 8, 2025. In a later interview with Indiana State Police detectives, the inmate again confirmed the sexual relationship.

As a result of the investigation, the Lake County Prosecutor’s Office charged Andrea Rebeles on January 16, 2026, with the following offenses:

  • Sexual Misconduct by a Service Provider – I.C. 35-44.1-3-10

  • Official Misconduct – I.C. 35-44.1-1-1(1)

All criminal defendants are presumed innocent until and unless proven guilty in a court of law.
