Manteca moves toward tougher penalties to curb reckless bike takeovers

Leaders in Manteca are preparing new traffic rules aimed at stopping dangerous group bike rides that have spilled onto major roadways.

The push follows a January incident in which a group of children rode bicycles across multiple lanes of Highway 120, an episode captured on video.

“That was probably the most reckless time we’ve ever seen,” said Manteca Councilmember Mike Morowart, describing the freeway takeover.

City officials say the concern isn’t about a few kids riding together — it’s about organized groups that block traffic and create hazards for drivers.

Proposed penalties

The Manteca City Council is considering new fines and enforcement measures, including:

  • Impounding bicycles for 30 days

  • $200 fine for a first offense

  • $400 fine for a second offense

  • $1,000 fine for anyone organizing a bike takeover

For riders aged 16 and under, the police chief could coordinate with the school district to require safety education and bicycle training instead of relying solely on fines.

Building on past enforcement

In 2023, the Manteca Police Department introduced a local ordinance aimed at stopping dangerous swerving and stunt riding.

Morowart believes stronger enforcement will send a message. “When a few bikes get impounded, the word is going to get out,” he said.

The council is scheduled to vote on the proposed bicycle regulations on Tuesday.
