Man Set to Be Sentenced After Kidnapping, Trafficking Two Women in Elk Grove

A man convicted of kidnapping and human trafficking is scheduled to be sentenced Friday in Sacramento County after holding two women captive in an Elk Grove apartment nearly two years ago.

The case began in April 2024 as a missing person report out of Stockton. A woman’s family, worried after ten days of no contact, filed the report. On the tenth day, the woman’s mother, speaking anonymously to CBS Sacramento, said Elk Grove police called to confirm her daughter was alive.

“The overwhelming relief for me as a mother to a child who was missing is extremely overwhelming,” she said. “The pain and the fear… cannot be put into words. To hear from the police that she had been recovered, we were overwhelmed with gratitude and pride for her strength.”

The victim had been kidnapped in Stockton by Frank Hicks and taken to an Elk Grove apartment. There, she and another woman were forced to ingest fentanyl and alcohol and coerced into sex work in Oakland and Stockton. Hicks threatened to kill them if they tried to escape, sexually assaulted them, and installed cameras to prevent fleeing.

On the tenth day, one woman escaped, using a stranger’s phone to call 911. Elk Grove police rescued her and the second woman, who had been held for a month.

For nearly two years, both women collaborated with investigators and shared their experiences during the trial. Detective Tricia Barraza of the Elk Grove Police Department praised their bravery.

“I can’t even explain how brave they were to tell what happened, come forward, face their trafficker, and testify in court,” Barraza said. She added that sharing such experiences is rare and hopes their courage inspires others.

Hicks is scheduled for sentencing Friday in Sacramento County Superior Court.
